  Water & Wetlands Consulting, LLC was founded in 2009 to provide expert services in the fields of environmental restoration and industrial compliance for water-related projects.  The goal of the firm is to continue development and implementation of new environmental technologies with the specific objective of providing services that save costs to clients while promoting exceptional environmental stewardship.  WWC typically provides support services to other consulting firms and industrial clients, including environmental site investigations, conceptual planning and designs, regulatory negotiations, and permitting support.  The firm also assists private clients with wetland delineations, permitting, and mitigation. Other services include functional value assessments, species surveys, and stream corridor restoration.  With the advent of Marcellus shale drilling in Pennsylvania, WWC has developed protocols for in-stream flow monitoring, water availability modeling, and economic water withdrawal planning that are currently in use by the industry. WWC is headed by Kevin L. Hoover, a registered Professional Geologist in Pennsylvania and Wyoming, a certified Professional Hydrologist with the American Institute of Hydrology, and a certified Professional Wetland Scientist with the Society of Wetland Scientists.  Mr. Hoover has over 24 years of experience in the environmental consulting field, with expertise in surface and groundwater hydrology, water quality, economic geology, ecology, and botany.  He specializes in the design of passive treatment systems for water quality improvement and regulatory compliance, and constructed wetlands for mitigation and habitat improvement.  He has completed over 40 passive water treatment projects, including the award- winning Springdale passive treatment system in Pennsylvania.   Mr. Hoover is the principal author of the Electric Power Research Institute’s Design, Construction, and Maintenance Manual for Passive Treatment of Wastewaters and developer of the Passive Treatment Planning Tool (PT2 2.0), an expert program for rapid sizing and cost estimating of passive treatment systems.  He is also the developer of the Watershed Restoration Analysis Model (WRAM) as used by Penn State University and the Susquehanna River Basin Commission for screening of acid mine drainage restoration projects.  WWC is active in ongoing research to develop new passive treatment and wetland habitat improvement/creation techniques, and Mr. Hoover has made numerous presentations and publications on these topics.  Among his accomplishments are the first flow sizing criteria for treatment wetlands, the first loading-based sizing criteria for manganese-oxidizing bacteria beds, and the first applications of passive mine drainage treatment techniques to acid rain runoff abatement.  Recent work has involved development of organic substrate vertical flow cells for high-efficiency removal of selenium, mercury, arsenic, hexavalent chromium, and other regulated parameters from flue gas desulfurization wastewater and landfill discharges.   In addition to his consulting work, Mr. Hoover has been a long time instructor for various undergraduate field geology courses in the western United States and provides technical education programs in the fields of water resource and wetland management.
